Frost i believe. Clear always leaves a musky damp look to me that's semi lighted.Which is better or brighter: clear or frost electric bulbs?

I like the frost one, I think they're nicer
It would really depend on what you would need to use it for, if you want to dim a particular location in your house for a moody and subtle effect then the best way to go is the frosted electric bulb, they provide just enough light to highlight what is directly beneath them. Now if your going for luminicity or need a general all around light for the room or house then you would be better of using the clear one, but personally speaking if this was the case i would rather go for a flourescent lamp since it requires less electricity thereby saving you on your electric bills soon after
